At ABC Suites, risk management was reactive rather than proactive. Strategic risks were discussed informally, and project-level threats were often identified too late—usually after issues had already impacted timelines, budgets, or compliance. There was no centralised system to log, score, or track risks, and no clear ownership structure to ensure mitigation actions were followed through.

Celia Fate, Head of Risk and Compliance, was increasingly concerned. Without a structured register, leadership lacked visibility into high-impact threats, and project managers had no consistent framework to assess or escalate risks.
